Preheat oven to 350° and line 2 baking sheets with parchment paper.
Combine flour, baking soda, baking powder and salt in a medium-sized bowl. Whisk until well mixed.
Beat together butter, sugar and brown sugar until fluffy in a second bowl. Add milk, vanilla, egg and beat until smooth. Stir in 1 cup of mini chocolate chips.
Drop rounded tablespoons of cookie dough onto lined baking sheets and bake 10 to 12 minutes. Allow cookies to cool completely and transfer to the freezer. Allow to freeze at least 1 hour.
Prepare ice cream by slicing a carton of ice cream into 1.5″ thick slices (I like to use a carton of Breyer’s!) Use a round cookie or biscuit cutter to create rounds of ice cream. Squeeze one round of ice cream between 2 frozen cookies.
Add remainder of mini chocolate chips to a shallow bowl or plate and roll the sides to embed the chips into the ice cream for a pretty look!
